Bicycles on the Trail and the Laws

Okay, my turn to "Rant"-
My question has been for years...If I am entering onto 162 from the West side and stopped at a light like I am supposed to do according to the law and go when traffic clears. Who gets the ticket when a bicyclists runs their stop sign and/or crosswalk sign and I hit them with my car?
I have almost hit 3 bicyclist over the past roughly 3 years. I am really surprise it does not happen more.
So is it my fault because they are not in a vehicle or their fault because they ran the stop sign or light?
